When I first expanded my self-publishing business into Amazon KDP, I registered as a German Kleinunternehmer (Small Business). I expected to be completely exempt from VAT paperwork. Then, a letter arrived from the Finanzamt ordering me to submit a quarterly Umsatzsteuer-Voranmeldung via ELSTER.
Why do I have to file a VAT return if I’m a tax-exempt small business?

I quickly learned the reason: Cross-border B2B trade. Because Amazon KDP processes storefront payouts through an EU entity in Luxembourg, I am legally required to report that international activity—even though my actual tax due calculated to exactly 0,00 €.
If you are a first-time author freezing up in front of your ELSTER dashboard, here is the exact 5-minute blueprint I used to submit my form and avoid penalties.
The ELSTER Setup
Bypass Data Transfer: On the start screen, I clicked “Ohne Datenübernahme fortfahren” (Continue without data transfer) to avoid system profile glitches.

Select the Period: I chose 2026 and selected the III. Kalendervierteljahr (3rd Calendar Quarter covering July, August, and September).

Enter the Tax Number: I typed in my local business Steuernummer (e.g., 123/456/78901), which is completely different from my personal tax ID.
Where I Put My Numbers
Domestic Expenses (Like My New Phone): I bought a premium 1,459 € smartphone from Media Markt and hosting from Ionos. I left these off the form completely. As a Kleinunternehmer, I cannot claim back local German VAT on a quarterly return.
My Amazon KDP Royalties: I received royalty payout from Amazon Luxembourg. This was my only reportable entry.

I navigated to Section 6 (Ergänzende Angaben zu Umsätzen).
I located Zeile 35 (Kennzahl 21), which is specifically for non-taxable services inside the EU.

ELSTER requires whole Euros, so I rounded the amount and typed it into the box.
Hitting Submit
I scrolled to the top and clicked Prüfen (Check). Because the tax liability shifts to Amazon under EU Reverse Charge rules, my final calculated Tax Due was exactly 0,00 €.
I clicked Versenden (Submit), downloaded my Transferprotokoll PDF as legal proof, and finished my tax administration for the quarter!

💰 My Hidden Bonus: A 1,459 € Tax Shield
Even though I couldn’t claw back the upfront VAT on my 1,459 € phone today, I found out it acts as a massive advantage against my future income taxes.
On the annual EÜR (Profit/Loss Statement), Kleinunternehmer write off the full gross price (including the VAT). German tax law depreciates smartphones over 3 years, giving me around 500 € annual business deduction to completely wipe out my initial royalty earnings and protect me from steep income taxes.
